oFFSHORE wIND could save the day

Affordable Power, Cleaner Air and Water, and Stronger Coastal Ecosystems!

As electricity demand rises because of data centers, domestic manufacturing, electric vehicles, and broader electrification, offshore wind is one option that could help expand the power supply while reducing pollution. Although it is not a complete solution, it can offer long-term price stability, public health benefits, and potential ecological benefits in coastal settings.

Electricity demand is expected to grow in the coming years, with especially strong increases projected in some regions because of large data centers, manufacturing expansion, and electrification. Offshore wind can help meet part of that demand, and long-term contracts may reduce exposure to volatile natural gas prices depending on project terms and regional market conditions.

Meeting Rising Demand While Protecting Ratepayers

Projects such as Vineyard Wind have been presented by state officials and analysts as offering long-term customer savings under their contract structures.

Revolution Wind may provide savings or price-stability benefits, but the magnitude depends on market conditions, financing, and regulatory treatment.

As turbine technology improves and floating wind expands into deeper waters, costs could become more competitive, though future cost trends remain uncertain and can vary by project.

An energy strategy centered primarily on oil and gas can leave ratepayers more exposed to future fuel-price swings, especially in regions where gas sets power prices.

Cleaner Air, Water, and Public Health

Because offshore wind generates electricity without combustion during operation, it can reduce the pollution associated with fossil fuel power generation when it displaces that generation.

Depending on the grid and the resources it replaces, each megawatt-hour produced offshore may help cut:
  • Carbon dioxide and other greenhouse gas emissions
  • Air pollutants such as nitrogen oxides, sulfur dioxide, and fine particulate matter
  • Water withdrawals and thermal discharges associated with many conventional power plants
These improvements can matter especially for lower-income inland communities, which often bear a disproportionate share of the air-pollution burden from fossil-fuel power generation.

Stronger Coastal Ecosystems

Another often-overlooked point is that offshore wind foundations can function as artificial reefs. By adding hard structure to sandy seabeds, they may create habitat for some marine organisms and, in some cases, support greater local biodiversity. However, the ecological effects are mixed and highly site-specific, so broad claims about coastwide fishing benefits would be too strong.
  • Localized increases in biomass of organisms such as algae, mussels, crabs, lobsters, and fish around structures
  • Changes in fish density and species composition near turbine foundations
  • New shelter, nursery areas, and feeding opportunities for some species
  • Possible benefits for some nearby fisheries, alongside uncertainties and tradeoffs that require continued monitoring
With thoughtful siting, environmental monitoring, and adaptive management, offshore wind can contribute to energy production while also creating or altering habitat in ways that may benefit some species.

Energy Policy Reality Check

Despite these potential advantages, federal policy in 2025 and 2026 has often favored oil and gas expansion while slowing or pausing offshore wind permitting and construction. That approach can limit offshore wind’s potential to diversify the grid, support domestic jobs in ports and manufacturing, and help meet growing demand for cleaner electricity from major industrial and technology users.

The Path Forward

Offshore wind is not a standalone solution. Expanding transmission, storage, firm generation, and advanced manufacturing will still be essential. Even so, dismissing offshore wind altogether would mean passing up a valuable tool at a moment of rising demand and increasing pressure on energy costs.

A more effective policy would support responsible project development, strong environmental safeguards, domestic supply chains, and fair allocation of costs, especially for large new sources of demand such as data centers. If policymakers take that approach, offshore wind could become a meaningful contributor to a more affordable, cleaner, and more resilient energy system.
